Pre-application Engagement
It should be understood that Persimmon has undertaken robust pre-application engagement with both West Lancashire and Sefton Councils over the past year to inform the design evolution of the proposed development. Formal pre-application feedback was received from West Lancashire Borough Council on 30th May 2025, and a summary of the response is provided below.

Development on the eastern parcel, safeguarded land is acceptable in principle.

Development on the western parcel, will need to be justified under ‘tilted balance’ (NPPF).

35% affordable housing is acceptable.
-
Improvements to the allotments access is supported.
-
A foot/cycle path is provided to link Moss Road to the site.
-
The Provision of Open Space must be considered on site in accordance with policy.

In terms of access to the site, which is from Sefton council authority, a meeting was held on Microsoft Teams on the 6th August to discuss highways issues, formal feedback was then received on the 9th September 2025, which concluded:

A detailed Transport Assessment and Travel Plan will be required.

The primary access via Bentham’s Way is supported, subject to highways improvements.

A secondary vehicle access via Moss Road is supported.

Sefton Council agreed in principle to the removal of vehicular access to the allotments, allowing conversion of this route into a pedestrian and cyclist link.

The development must include adequate parking provision to prevent overspill onto Sefton’s highway network.

This feedback, along with comments from this public consultation, will inform the final proposals that will be subject of the planning application submitted to the Council later this year.
