The Existing Site

The site comprises land between Moss Road and Bentham’s Way and is currently undeveloped, greenfield land extending approximately 10ha. The site is located at the northern edge of Halsall, within the administrative district of West Lancashire Borough  Council, however access to the site is located off Bentham’s Way within Sefton Councils’ administration. 


The site is located within a mixed-use area, enclosed by a range of complementary land uses. To the north, the site adjoins the Birkdale Irrigation Allotment Gardens, beyond which lies Dobbies Garden Centre. To the east, a mature hedgerow forms a natural boundary, separating the site from Southport Business Park. To the south, the site directly adjoins existing residential dwellings along Moss Road, while to the west it is bordered by Christ the King Catholic High School and Sixth Form, alongside Diddikicks Southport Football Club.


The site also benefits from proximity to key local amenities, including Tesco and Aldi, located approximately a 25-minute walk to the east.


The site is situated approximately 3km south-east of Southport town centre and approximately 7km from Southport Station. The site benefits from good transport links with access to the A570, which connects to the M58 motorway. 


The site is well positioned in relation to public transport networks with local train stations Birkdale and Hillside less than 1.5mi from the site and buses operating along Moss Road and Bentham’s Way for access to Southport centre. 

Planning Designations

There are no listed buildings or structures within immediate vicinity of the site. The site is wholly within Flood Zone 1 and is therefore at the lowest risk of flooding. 


There are two Tree Preservation Orders (TPOs) in effect at the site, affording protection to several groups of trees located to the south east, along a portion of the watercourse and Moss Road. A full assessment of the potential impact on these trees will be included within the planning application. 

Planning History

From a review of the Council’s online public access system, no applications relating to the site which are of relevance to the current proposals have been identified.
